In the Prime Minister’s Office, India, the National Technical Research Organization (NTRO) is a technical intelligence agency under the National Security Advisor. It was established in 2004. It adheres to the same “norms of conduct” as the Research and Analysis Wing (R&AW) and the Intelligence Bureau (IB). A highly specialized agency for gathering technical intelligence, the National Technical Research Organisation (NTRO) was formerly known as the National Technical Facilities Organization (NTFO).
Although the organization does not have any effect on the operation of the technical wings of other intelligence agencies, including those of the Indian Armed Forces, it serves as a super-feeder agency for technical intelligence on internal and external security that is provided to other agencies. The establishment of the NTFO as a cutting-edge technical intelligence gathering wing was recommended by the Group of Ministers, which was led by L K Advani, the Deputy Prime Minister at the time. When the GOM report was published, the recommendation and other matters were not made public due to security concerns.
The organization performs high-tech surveillance tasks, such as internet and satellite monitoring, which are considered essential for the national security apparatus. To become fully operational, the NTRO would require more than 700 crore to acquire various high-tech equipment from specialized organizations worldwide. Due to “security and other implications,” the officials have identified countries from which such devices could be purchased. However, they have refused to reveal these countries. After the Kargil War in 1999, when the Subrahmanyam committee report pointed out weaknesses in the national security setup’s intelligence gathering, the government had been working in this direction. According to sources, Dr. A. P. J. Abdul Kalam created the road map for the formation of the National Technical Facilities Organization in October 2001 while he was the Principal Scientific Adviser. In the subsequent Group of Ministers report on internal security, it was mentioned.
